• To achieve a minimum 2 star inspection rating in 2008/09 [update: this was achieved in 2009]. 
• To deliver minimum efficiency savings of 3% per annum through value for money activities.
• To deliver the Decent Homes and Major Works to time and to cost.
• To develop our Capacity to deliver an Expanded Programme in 2009/10.
• To deliver the key performance targets in the Council’s Housing Improvement Plan for 2007/10.
